Vacation rental management across Greater Orlando

In Greater Orlando, demand for vacation homes follows the theme park calendar, school holidays and big events. Many similar homes compete for the same guests, so pricing, presentation and smooth stays decide how a year goes.

Inside the City of Orlando, renting out a whole home for short stays is heavily restricted, and unincorporated Orange County limits short-term rentals to a few zoning districts (see the rules below). Much of the region's vacation-home market therefore sits in the resort areas around the city: Kissimmee and Osceola County to the south, and Davenport in Polk County to the southwest.

That is the work we take off your plate. XENO Management is a brand of XENORENTALS LLC, founded in 2024 and based in Orlando. We are technically and digitally set up like the big professional firms, but we care for every property as if it were our own. We manage apartments, houses and villas, with full transparency and a team you can reach 24 hours a day. Never a call center.

We serve vacation rental owners across Greater Orlando, including ChampionsGate and Solterra. For area-specific details, see Kissimmee vacation rental management and Davenport vacation rental management.

Orlando and Orange County rules for vacation rentals

Before an Orlando-area home takes its first short-term guest, zoning, licensing and tax need to line up. Here is a plain-English overview. It is general information, not legal advice, and rules change, so always check your exact address with the authority named.

City, county or neighboring county: check where your home really is. An Orlando mailing address can sit inside the City of Orlando or in unincorporated Orange County, and homes marketed as near Orlando can also sit in Osceola County or Polk County. Each has its own rules.

  • Inside the City of Orlando: the city allows short-term "home sharing" in residential zoning only under strict conditions. Stays must be less than 30 days, only one booking is allowed at a time, and the resident must live on site and be present when hosting guests. No more than half of the home can be used, and a booking can have no more than four unrelated persons or two persons per room, whichever is less. The home must be registered with the city, proof of registration must be linked to every online listing, and homes in a mandatory HOA need an HOA approval letter. Renting out an entire home is not allowed under the home sharing rules: the city classifies a whole-property rental as a Commercial Dwelling Unit, which is limited to certain zoning districts and requires a Business Tax Receipt (City of Orlando: Home Sharing Registration; Orlando City Code). Because home sharing requires the resident to live on site, it does not fit an owner who lives out of state.
  • Unincorporated Orange County: according to the county's Zoning Division, short-term rental (stays of 179 days or less) is permitted only in the C-1, C-2, C-3, I-1A, I-1/I-5, I-2/I-3 and I-4 zoning districts, or in a Planned Development where short-term rental is expressly permitted. Renting a single-family home for less than 30 days is permitted only in the R-3 district, and in all other zoning districts both are prohibited (Orange County Zoning Division).

State license. Florida requires a vacation rental license from the Department of Business and Professional Regulation (DBPR), Division of Hotels and Restaurants. XENO handles this license for you.

Tourist tax. Orange County charges a 6% tourist development tax on rentals of six months or less. It is administered by the Orange County Comptroller (Orange County Comptroller: Tourist Development Tax). Florida's sales tax on transient rentals applies on top (Florida Department of Revenue rate table). XENO handles the tourist tax for you.

Your HOA. Many communities have their own rules on minimum stays, occupancy and parking. Check your community's documents before you list.

XENO checks zoning and all local requirements for your exact address as part of your free analysis.

XENO Management does not provide legal, tax or investment advice.

Why owners choose XENO

A real analysis, not a calculator. "I could hand you an instant number from an algorithm. I don't, because it would be wrong for your property. I look at your address myself before you get anything from me." (Steve Lespouridis, Founder)

Nearly 20 years of rental experience. Steve has managed short-, mid- and long-term rentals and HOA communities in Europe, after an earlier career in finance and banking. In 2024 he founded XENO Management to focus on one market: Orlando, Florida. We work with the systems and technology of the big professional firms, but we look after every home as if it were our own.

Full transparency, always reachable. A fixed percentage of rental revenue, a monthly report with your payout, every booking in the owner app, and a team you can reach 24 hours a day. We also speak German and serve German-speaking owners.
